In August 2009, President Barack Obama announced that his administration would undertake the first comprehensive overhaul of the US export controls system in over 30 years. Since that time, US officials have been rewriting the two lists that govern what exports are controlled: the Commerce Control List (CCL) and the US Munitions List (USML). On July 15, 2011 the US Department of Commerce issued draft revisions to US regulations that will alter these lists; comments are due by September 13. Though focused on improving national security, the proposal may create new commercial opportunities for US companies by loosening restrictions on products posing little or no threat.
To help companies better determine what the administration’s proposed rule means for their business and how best to respond, the Brazil-US Business Council, the US-China Business Council, and the US-India Business Council are pleased to invite you to a seminar with Larry Christensen of Miller & Chevalier.
Larry has more than 30 years of export controls experience in both government and the private sector, which includes drafting legislation under the Reagan, H.W. Bush, and Clinton administrations and being recognized numerous times by Chambers and The Best Lawyers in America. His seminar will touch upon several key areas, including:
· How to evaluate your products and technologies to determine how best to comment on the pending rule and future proposals to change the CCL and USML;
· The three types of license and license exemption categories for items proposed in the rule; and
· The future role of traditional commodity jurisdiction and classification requests.
