The complaint seeks an initial round of formal explanations from the Chinese government. Brazil’s complaint involves a Chinese system of quotas and licensing for sugar imports. In some cases, the system leads to tariff surcharges on Brazilian sugar ranging from 35% to 45%. China’s government has not yet commented on the complaint.
