Brazil’s National Petroleum Authority (ANP) on Friday released a long-awaited tender for the permanent offer of 148 oil blocks located in more than two dozen onshore and offshore development areas. The ANP said it could add hundreds more blocks to the so-called permanent offer over the next few months. All 148 blocks have already obtained environmental licenses and are ready for development. As more blocks receive licensing, they will be added to the list, the ANP said. Blocks potentially available under the permanent offer banner number more than 800. The blocks are small and often considered marginal in terms of their potential. They include blocks that have been returned to the government by concession-holders as well as blocks previously offered at auctions but unclaimed by any bidder. Under the permanent offer program, interested developers can offer bids at any time. The ANP will choose bids based on case-by-case review.
