Brazilian President Michel Temer on Tuesday published a decree outlining rules in the sale of concessions for electric power distributors and high-tension transmission lines. Concessions will extend for 30 years. The Brazilian Development Bank (BNDES) will manage concession auctions. The Planning Ministry and the Mines and Energy Ministry will jointly issue tender offers for the auctions. Concessions will be sold for a fixed authorization fee, paid by winners to the government. Winning bids will be based on the lowest projected consumer rates presented by bidders. The federal government will sell distribution concessions for companies under its control. States and municipalities can join the program at their own request. In the case of high-tension transmission lines, only federal government concessions will be offered.
