The Brazilian government’s National Petroleum Authority (ANP) on Tuesday proposed additional easing of local content rules in development of oil and gas exploration concessions. Earlier this year, the ANP announced new bidding rounds for oil and gas blocks, including rules that significantly reduced requirements for purchase of goods and services from local suppliers. A new ANP resolution, proposed Tuesday, would allow holders of most existing concessions to seek waivers reducing local content requirements from the levels stipulated by their original contracts. The ANP will accept public comments on the proposed resolution for the next 30 days then it will hold a public hearing in early September. ANP officials said Tuesday the agenc y will likely implement the rule immediately after the September hearing.
