In a major victory for acting President Michel Temer, the Brazilian Senate on Tuesday night passed a Budget Drawback amendment to the constitution. The amendment, already passed by the Chamber of Deputies, will be promulgated in the coming days. It allows the government to exempt 30 percent of revenues from mandated spending programs known as earmarks. By giving the government more flexibility over spending, it will allow the Temer administration to put into practice key austerity measures deemed necessary to combat rising deficits.
